Chef Biographies
Chef Eloisa Beltran
Eloisa Beltran is Executive Chef at the Toledo Zoo, where she has built her career since 2002, advancing from catering assistant to culinary leader. She has helped grow the Zoo’s catering program into a thriving operation serving weddings, corporate events, and large celebrations. Inspired early by cooking for her large family, Eloisa is passionate about hospitality and mentoring young chefs. Away from work, she enjoys time with her family and 13 beloved grandchildren.
Chef Jeff Dinnebeil
Chef Jeff Dinnebeil, owner and operator of The Standard Restaurant, has been part of Toledo’s dining scene for more than 26 years. His career includes leading kitchens at several of the city’s most celebrated restaurants, including serving as Executive Chef at the Toledo Zoo. Known for creating approachable, craveable food that balances comfort and creativity, Jeff now brings his passion for hospitality and community to The Standard, celebrating Toledo’s rich and evolving food culture.
Chef Marcel
Chef Marcel’s culinary career spans more than 30 years and includes leadership at the Toledo Zoo, Toledo Country Club, Welltower, Flower Hospital, Diva Restaurant, StoryPoint Waterville, and his own business, Chef Marcel’s Fine Catering. He also served eight years in the Royal Dutch Navy. Today, he is Chef and Owner of Marcel’s in Sylvania, an upscale-casual restaurant offering contemporary American cuisine with global influences, prepared with classic French technique and seasonal creativity.
Chef Jamie Perkins
Chef Jamie Perkins, Sous Chef at the Toledo Zoo, has been part of the culinary industry for 25 years, building a career that spans fine dining, catering, and large-scale events. A Kalamazoo native, he studied at the California Culinary Academy in San Francisco before returning to Michigan to lead kitchens at country clubs and high-profile events with Forte Belanger, including the Rocket Mortgage Classic PGA Tour. Since joining the Zoo in 2021, Jamie has helped elevate its catering program alongside Executive Chef Eloisa Beltran. His food reflects a balance of creativity and comfort, and in 2025, he earned first place in Maumee Bay Brewing Company’s Hop Chef fundraiser.
