This responsible plan lowers taxes while investing in the future of the Toledo Zoo. Lucas County voters are being asked to support a new 0.90 mill levy that replaces two existing levies, reducing the overall tax burden while ensuring the Zoo remains safe, accessible and thriving.

What “Even Less Tax” Means
For more than a decade, the Toledo Zoo has worked to reduce reliance on tax dollars. This proposal continues that commitment.
This levy will:
- Replace two current levies totaling 1.65 mills that expire at the end of 2026.
- Create one streamlined 0.90 mill levy in 2027 with no overlap or double taxation.
- Reduce the total tax burden by approximately $25 million over 10 years.
- Over the 10-year levy period, reduce levy-funded operational expenses by 10% each year until no levy dollars are allocated to operations.
This is the third consecutive levy request where the Zoo is asking voters for less funding than before.
What “More Zoo” Means
Supporting the levy means protecting what residents value most about the Toledo Zoo while preparing for the future.
Levy funds will focus primarily on long-term investments that benefit animals, guests and the community.
Modern Animal Care
Replacing the outdated Veterinary Hospital and upgrading animal care facilities ensures the highest standards of health and welfare.
Preserving Historic Spaces
Renovation of the Carnivore Café and restoration of the WPA-era Amphitheatre will preserve important community landmarks.
Safe & Accessible Experiences
Facility maintenance, accessibility improvements and inclusive programs help ensure every visitor feels welcome.
Supporting the People
Who Care for the Zoo
A limited portion of levy funding supports union-represented animal care and maintenance professionals who provide daily care and ensure Zoo facilities remain safe and well-maintained.
Operational support will decrease annually until levy dollars are no longer used for operations.
